Judge Williams received his BA from the University of Pennsylvania in 1970 and completed his JD at Tulane University School of Law in 1975. In 1992, he received his Master of Law in Judicial Process from the University of Virginia. His mediation training was completed at Tulane University School of Law’s Summer Program ADR Course in 1989 and attended the A.A. White Dispute Resolution Institute in Houston, Texas. |
Biography |
Judge Williams served on the Fourth Circuit Court of Appeal in New Orleans, Louisiana for 10 years, from 1982-1991. Prior to joining that court, he was engaged in the private practice of law with emphasis on general civil litigation and was an Assistant Attorney General for the State of Louisiana. Since leaving the bench, he has been engaged in a private dispute resolution practice and has mediated over 1000 cases. After graduating from Tulane University School of Law in 1975, where he was a member of the Law Review, Judge Williams engaged in a varied private practice that ranged from construction, tort, medical and other civil litigation to anti-trust matters. As a member of the Attorney General’s staff, he specialized in constitutional and civil law and was advisor to various state boards and agencies. As a judge on the Court of Appeal serving the New Orleans area, he sat on matters and wrote opinions covering a broad spectrum of legal areas. Judge Williams has been an active mediator, arbitrator, and hospital hearing officer, expert witness, court appointed special master, and liquidator. Judge Williams was appointed by fellow Court of Appeal judges to the Louisiana Judicial Council (1988-89). He is a member of the Advisory Board of the Tulane Paralegal Institute. He is a member of the Fourth and Fifth Circuit Judges Association, the Louisiana State Bar, and a former member of the Texas State Bar. He is also a former member of the Advisory Board for Tulane University School of Law’s CLE Program. Judge Williams is a current or former board member of numerous civic and charitable organizations, including the New Orleans Metropolitan Leadership Conference, Youth Alternatives, Southern Eye Institute, Kingsly House, Dryades Street Y.M.C.A. and is a Director of the Tulane- LSU Cancer Consortium. |
