Joseph graduated cum laude from the Catholic University of America in 1988 with a BA in Economics and Financial Management.  He was a member of the Phi Gamma Mu International Honor Society, the Blue Key National Honor Society and received the award for Outstanding Major in Economics.  He received his Juris Doctorate from the Pennsylvania State University Dickinson School of Law in 1991.  He was admitted to the Pennsylvania State Bar in 1991 and remains an active member in good standing.  He was also admitted to the United States District Court for the Middle District of Pennsylvania in 1995.  He is certified as a specialist in the practice of workers’ compensation law by the Pennsylvania Bar Association Section on Workers’ Compensation Law as authorized by the Pennsylvania Supreme Court. 

Joseph's legal career began in 1991 with Investors Development Group, a real estate development company in Pennsylvania.  He served as a Deputy District Attorney for Dauphin County, Pennsylvania from 1993 until 1995 when he went to work for an insurance defense firm in Harrisburg, Pennsylvania.  He ultimately became a shareholder and named partner of the firm.   His law practice over the last 18 years primarily involved workers’ compensation litigation and related employment matters.  He moved to Raleigh, North Carolina in 2014 and underwent training to become a mediator.  He was subsequently approved by the North Carolina Dispute Resolution Commission to serve as a mediator for the Superior Court of North Carolina and was admitted to the North Carolina State Bar in 2015.

Joe has represented clients in hundreds of mediations over the last 18 years, primarily involving workers’ compensation matters.  He negotiated settlements for international corporations, municipalities, cities, counties and insurance carriers.  He is familiar with the Medicare implications of some workers’ compensation and personal injury settlements.  Therefore, he brings a vast array of experience to the table as a mediator.
