Education |
Mr. Horn was graduated with a Juris Doctor from the University of Texas School of Law and with a Master of Laws from the London School of Economics and Political Science. He also atended the School of Law at Magdalene College, Oxford.
Mr. Horn has completed the Texas required mediation training for basic and family law mediations. He also trained with the Center for Dispute Settlement (1991), D.C. Superior Court's MultiDoor Dispute Resolution Program (1992), U.S. Federal Circuit (1993), RESOLVE-Environmental Policy and Regulatory Negotiators 91995), and chaired Training and Outreach Cmte of the Federal Interagency Working Groups of Federal General Counsel.
He has spoken at national conferences, including the National Ombuds Conference, the Federal Bar Association, and National Dispute Resolution Conference. He is founder of the EcoPlex, ChristianMindfulness.org, and Empower Fort Worth, Inc |

Biography |
Mr. Horn is an expert in various facets of financial services, insurance, contract, franchise, business, and employment law. He was listed as a Top Attorney by 360 West magazine in 2019, 2020, and 2021. He began mediating in 1991 and was ranked a 2017 Distinguished Mediator, the highest designation given by the Texas Mediation Credentialing Association. He also chaired the Tarrant County Bar Solo and Small Firm Section, and founded its Wellness Committee and PEER Leadership Circles.
Mr. Horn has been a member of various mediation panels: U.S. House of Representatives, American HealthCare Lawyers Assn.; North Texas DRS; various Texas Courts; U.S. Court of Appeals for the Federal Circuit; D.C. Family Court; and, D.C. MultiDoor Dispute Resolution Division. He has also conducted investigations at the World Bank Group and various federal agencies.
Mr. Horn served on various nonprofit boards, including the Texas State Society, North American Friends of the London School of Economics and Political Science, and the national Chris4Life Colon Cancer Foundation. Currently, he is founder and director of Empower Fort Worth, a 501c3, which focuses on helping first responder, healthcare, and legal communities remove the stigma of burnout and mental illness. Also, he is founder and president of the InterNational Environmental Complex, which seeks to accelerate innovation and eco-sustainability.
As a co-trustee for the Hamrah Charitable Trust, Mr. Horn negotiated structured gift contracts funding the construction of a campus for autistic children (the Westview School), a transitional living center and chapel for orphaned-teens (St. Judes' Ranch for Children in Bulverde, Texas), and a state-of-the-art-shelter for abused women (Ft. Bend County Women's Shelter).

Rates |
Half Day - $250 per party. 9 am to 12:30 pm; or 1:30 pm to 5 pm. Full Day - $400 per party. Unless otherwise agreed, 9:30 am to 5 pm. There is no additional charge for pre-mediation conference calls and review of position papers. Mediation that goes beyond the scheduled time is billed at $150 an hour / $75 per party. Certain travel may require payment of expenses, such as, a mediation requiring an overnight stay. Above charges assume parties will provide conference room. |
