Judge Terry L. Bullock is a recently retired trial judge for the State of Kansas. He served that Court of general jurisdiction for over thirty years, five as chief judge. He also served frequently, by special appointment on both the Kansas Court of Appeals and the Kansas Supreme Court. During his term of service, Judge Bullock heard and determined thousands of cases of every kind and type, including the full range of contract, personal injury, construction, foreclosure, domestic and criminal matters.
As a trial judge, Judge Bullock specialized in the settlement of cases, a skill for which he is widely recognized. He is perhaps best known for his constitutional decisions concerning the funding of the entire public education system in Kansas. Before taking the bench, Judge Bullock practiced law for twelve years with an excellent law firm in the State Capital. As Chief Judge, Judge Bullock was known for his innovations. Under his leadership, the debt collection cases of the District were automated and consolidated for hearing once each week the ExpoCentre in Topeka. In this system, between 3,000 and 4,000 new cases continue to be resolved there each week in about one and one half hours, including new debt collection and child support cases and related post-judgment proceedings. All of this is accomplished without the use of any paper, a significant savings to the parties, the court, and the environment. In addition, the court at the ExpoCenter monitors approximately 100,000 post-judgment cases throughout the year.
Judge Bullock is often consulted on matters of court automation and the elimination of delay and needless expense in Court administration. Child support collections also soared under a new program initiated by Judge Bullock, in cooperation with attorneys and state agencies. In this program, which was recognized with two national awards, child support obligors were offered job training and job placement in lieu of incarceration, to promote the payment of their obligations and to restore their relationships with their children. Under this plan, literally millions of dollars were collected from persons who were previously "hopelessly" in arrears in their support and countless parent-child relationships were restored. |
