Anne grew up in Greenville South Carolina where she attended Greenville Senior High School. She graduated from Emory University in 1994 and the University of South Carolina School of Law in 1998. She is a litigator and Certified Circuit Court Mediator who serves as a mediator in all types of federal and state civil disputes. She also serves as an arbitrator and as a Special Referee in the Circuit Courts.

Anne has extensive litigation and mediation experience in a wide variety of fields, including: professional negligence and malpractice suits, long term care controversies, personal injury and premises liability litigation, as well as products liability, transportation, and construction cases. While in private practice, she also litigated in the areas of federal and state governmental liability in professional negligence and civil rights suits.

Anne is admitted to the South Carolina Bar, the United States District Court, District of South Carolina, the United States Court of Appeals for the Fourth Judicial Circuit and the Supreme Court of the United States. The Supreme Court of South Carolina appointed Anne to the South Carolina Commission on Alternative Dispute Resolution in July of 2015.

Anne is married to Andrew Culbreath. Andrew is a local lawyer and a Colonel in the United States Army (Reserves). Anne and Andrew have two daughters.
